We'd recommend leaving the former checked, the latter unchecked.

If you use Windows 2000 or earlier: On the General tab, remove the check next to either "Auto hide" or "Always on top".

If you use Windows XP: On the Taskbar tab, remove the check next to either "Autohide the task bar" or "Keep the taskbar on top of other windows".

Right-click a blank area of the Task Bar and choose Properties from the pop-up menu.

If either of these settings is de-selected, the problem disappears. In addition, the task bar appears when the mouse cursor lands on the white bar. If Task Bar properties has both "Always on top" and "Autohide" enabled, the white bar appears.
